Médecins Sans Frontières (MSF) is an international medical humanitarian organization founded in 1971. We provide medical assistance to populations in danger, primarily in cases of armed conflict, but also in response to epidemics, pandemics, natural disasters, or exclusion from healthcare.

Responsable Service Gestion de l’Information et des Connaissances F/H

The Head of Information and Knowledge Management Department plays a key role in defining the IT strategy and translating it into departmental policies. You will lead, motivate, coordinate, and manage a team to achieve set objectives. You will oversee the development and management of IT systems for your department, ensuring compliance with IT quality assurance and security procedures and methods. You will also be responsible for preserving the organization's informational and knowledge-based memory and heritage.

Key Responsibilities

Reporting to the Director of Information Systems:

Participate in defining the IT strategy and policy:

  • Propose a global information and knowledge management strategy aligned with the needs of various departments.
  • Validate the strategy with the CIO and the Management Committee.
  • Define and implement field and headquarters policies for documentation, archiving, knowledge management, and capitalization.
  • Prioritize projects based on this IT strategy and in line with the association's overall direction.

Hierarchically manage your team:

  • Recruit, supervise, advise, support, motivate, and unite your teams, fostering the development of your collaborators' skills (Project Manager, SharePoint Engineer, Information Management System Officer, Mobile Implementation Officer).
  • Define, allocate, and monitor workloads (volume and timeline), considering projected changes in staffing and departmental skills.
  • Define and evaluate objectives and resources (human, technical, financial, etc.).
  • Analyze activity reports and propose continuous improvement solutions for departmental productivity.
  • Share information and knowledge, fostering collaboration with other services or departments on cross-functional projects.

Oversee the management of the information and knowledge management project portfolio:

  • Manage a project portfolio, ensuring the coherence of projects and applications within your scope with those of other domains.
  • Ensure the proper orchestration of impacts between projects and alignment with the association's strategy and that of other business domains.
  • Assess and implement resources in collaboration with project managers: IT Project Manager, Technical Project Manager, Functional Referent, Change Management Officer.
  • Manage financial aspects (recurring and project-based), ensuring compliance with budgetary procedures, and develop/monitor your department's budget.
  • Oversee the implementation of a global communication plan for each project and its change management support.

Manage external service providers:

  • Establish and ensure adherence to the relational and contractual framework for service providers.
  • Oversee the execution of outsourced services and supervise provider activities.
  • Ensure compliance with service level agreements and the conformity of outsourced services.

Ensure operational information and knowledge management within the association:

  • Maintain effective communication with the operations department and various field entities.
  • Respond promptly to field emergencies.
  • Represent the IT department in strategic bodies (local and global) related to information and knowledge management (Management Committee, international platforms) to define a global MSF information management policy.
  • Establish and lead a network of headquarters and field stakeholders responsible for information and knowledge management.
  • Set up communities of practice/forums to address business needs.

Participate in the prevention and response to headquarters and field security incidents:

  • Maintain the operational readiness of all information and knowledge management systems.
  • Implement awareness and prevention policies, along with indicators and reports, to prevent security and data protection incidents.
  • Collaborate with other IT department members in crisis management and IT security incident response strategy.

Maintain technological watch:

  • Conduct technological watch to ensure the ongoing alignment of IT resources with needs (artificial intelligence, archiving systems).
  • Contribute to sharing best practices by developing collaborations with counterparts in other MSF sections.

Occasional Activities:

  • Contribute to various departmental activities and projects.
  • Collaborate on or lead joint projects with the medical or operations departments.

Candidate Profile

Experience:

  • Minimum of 5 years of professional experience in information and knowledge management, including necessary team management experience.
  • Experience in the non-profit sector is desirable.

Languages:

  • French C1 and English (B2 minimum).

Skills:

  • Strong project management skills with all its components.
  • Good management skills.
  • Proficiency in Document Management Systems (DMS) and Electronic Archiving Systems (EAS), with a good understanding of the technical environment.
  • Strong team management skills.
  • Excellent knowledge of project portfolio management principles.
  • Excellent knowledge of budget development (CAPEX, OPEX, fixed assets, depreciation).
  • Facilitation methods for training workshops, pedagogical skills.
  • Ability to initiate change within an organization.
  • Thorough knowledge of MSF's business activities.
  • Proficiency in IT tools:
    • Project Management: Project, PSNext.
    • Reporting Tools (BI): Cognos, BO.
    • Process Modeling Tools.

Aptitudes:

  • Leadership, cooperation skills, sense of responsibility.

Employment Conditions

Status:

  • Full-time permanent contract (CDI). Management position, based in Paris. Occasional travel to MSF intervention fields (1-2 times per year) and other MSF operational centers (1-2 times per year) is expected.

Compensation and Benefits:

  • Annual gross salary of €56,100 over 13 months.
  • 22 days of RTT (Reduction of Working Time) per year.
  • Remote work according to MSF rules (2 days/week).
  • 100% employer-covered health insurance.
  • Meal vouchers (€12 value, 60% employer contribution).
  • 50% employer contribution towards public transport pass (weekly, monthly, or annual) or bicycle mileage allowance (€0.25/km, capped at €450/year).
