Digital Policy Research & Civic Monitoring Consultant
The Human Development Research Initiative (HDRI) is seeking an experienced Digital Policy & Territorial Equity Specialist to lead a 2-month research project on civic monitoring of France's National Digital Decade Strategic Roadmap (France 2030).
Project: Youth-Led Monitoring for a Resilient Digital France (YLM-RDF)
Duration: 2 months (Fixed Term)
Budget: €2,400 (lump sum, all inclusive)
Key Responsibilities:
- Assessment of the French 2030 Roadmap: Audit approximately 15 of the 33 measures , prioritizing those related to digital skills, youth inclusion, and digital literacy , analyzing national data against EU trajectories, and evaluating the effectiveness of the €18.6 billion investment.
- Mapping Digital Exclusion in Rural ZRRs: Conduct targeted research in Zones de Revitalisation Rurale to quantify the urban-rural digital divide, focusing on youth (16--24) access to digital public services and potential impacts of budget cuts for Digital Advisors (Conseillers Numériques).
- Consultation Gap Analysis: Analyze why civil society proposals were largely excluded, conduct official outreach to DINUM, SGPI, and the Ministry of Digital Transformation, and prepare a formal Consultation Gap report acknowledged by national bodies.
- Deliverables: A Civic Monitoring Report (approx. 30--40 pages, French & English) providing qualitative and quantitative assessment of progress toward 2030 targets.
- A technical dataset and visualizations mapping the 5G availability gap (22% urban vs 13.5% rural) and youth digital skills in ZRRs.
Required Skills & Expertise:
- Deep knowledge of the 2030 Digital Decade Policy Programme and France 2030 strategies.
- Experience in territorial research, mapping digital fragility, and assessing urban-rural disparities.
- Native/Bilingual French and professional English.
- Based In France
