Your team
The ECAC Secretariat serves the European Civil Aviation Conference (ECAC) in promoting the continued development of a safe, secure, efficient and sustainable European air transport system within its 44 Member States. It sustains extensive activities in the safety, security, facilitation, environment and economics field.
The Aviation Security Specialist designs, organises, and delivers capacity-building activities in Partner States (e.g. training courses, webinars). S/he provides technical briefings to external experts from ECAC Member States or Partner States involved in these activities. The Specialist evaluates existing activities using monitoring tools (e.g., KPIs, surveys, feedback forms) and prepares reports, including activity and assessment reports and communication materials. The role requires working autonomously to ensure effective delivery in line with agreed plans.
Your role
Your role will be to:
- Develop, organise, deliver on-site capacity-building activities in Partner States (e.g. training courses, webinars) and produce all related documentation.
- Provide technical briefings on the content of capacity building activities to external experts from ECAC Member States or Partner States involved in delivering the capacity-building activities.
- Evaluate and review capacity-building activities using monitoring tools (e.g. KPIs, survey, feedback forms) gathered during and after their delivery, with a view to continuous improvement.
- Prepare various reports and documents including activity and assessment reports (evaluating capacity-building activities and instructors' performance), and communication material (e.g. social media articles), etc.
- Carry out any other task to support the project implementation.
Required qualifications, experience & competencies
- Completion of third level studies in a relevant field (e.g. Aviation, Engineering, Law), meeting European Qualifications Framework (EQF) Level 7 (Master's degree or equivalent) followed by 4 years relevant professional experience in civil aviation security and international exposure.
- Training and certification as a national and/or international (ICAO, ECAC) auditor would be a strong asset.
- Training and certification as an instructor would be a strong asset.
- Experience in one or more of the following aviation security fields:
- risk management.
- compliance monitoring, including inspections/audits.
- ICAO aviation security audits, Universal Safety Oversight Audit Programme (USAP).
- screening equipment and technologies.
- covert testing.
- cybersecurity
- Experience in delivering training and/or capacity-building activities in aviation security including designing training courses.
- Experience in delivering aviation security activities in Africa or Latin America would be a strong asset.
- Understanding of major security issues affecting international civil aviation.
- Understanding of ECAC/EU requirements and policies, as well as ICAO standards and recommended practices (ICAO Annex 17).
- Strong skills in: Communication, Networking, Planning & organising, Problem solving, Analytical thinking.
- Ability to work in a multinational and multicultural environment.
- Professional conduct in line with the corporate behaviours of the Agency.
- Languages: English (C1 proficiency required). French (A1 level required before the end of the probation period). Ability to deliver activities in another language (French, Arabic, Russian or Spanish) is a strong advantage.
